I was thinking about this as well while reading recent articles (e.g., A comedy of errors: the UK’s contact-tracing apps) about the U.K.'s track and trace problems. They are having a difficult time getting folks to use the NHS COVID-19 app. It would probably complicate things further to add a second app. Seems more sensible to get one app to provide both functions.
