In Canada at the moment the track and trace programs are falling behind the new amount of new cases everyday.So basically by the time people are alerted they could have been in contact with many people and possibly have spread it.The whole system is doomed to fail unless everyone has a smart phone and are using the app.
I'd prefer to test and only go where others are that have been tested and are green lighted to go.If everyone on a plane or a arena as an example where green lighted we could travel and have attended sporting events without the fear of the person next to you infecting you.
