I just copied and pasted the title of the article. It seems to speak for itself.. Why wouldn't they exercise their right (option) to commercialize this? That's the whole point of this pursuit.

You're reading it correctly. This is a nothing-burger carefully worded for a stock sale. The PR was written to imply something big, but it isn't, it's an option to evaluate and consider commercialization of a drug that, obviously, nobody else wanted to push.
