With the granting of Custodian the judge doesn't just give Harry the shell wishing him good luck. Harry has the shell but the judge is in charge and overseeing his actions. This is why custo plays are safe investments in an unsafe environment. The judge wants a time line from Harry on reinstatement etc so one day the judge can discharge the custodian. Harry can't sell the shell until he satisfies the judge and she discharges him.
Harry is the custo but the judge is watching and I take comfort in that.
