Knowing that these aren't approved for sale in India, let's see how far Berman gets in this game of chicken.... Will we ever see a PR that 500,000 tests get manufactured and shipped knowing that they won't get sold and used. Why? Because Berman will have to eat the production costs, when the test kits are returned from the "distributor". Sure, he's spending shareholders money, so it doesn't impact him directly, but this is cash they he could be spending on his own! He doesn't want to see that happen!
But if the pink sheeteers go crazy, and run up the share price, he can sell 10's of millions of shares to pay for the return goods, and still pocket a nice payday!
