No He's saying that based on the stock on the offer that he believes most of the float is consolidated in strong hands and there is only about 500,000 shares that are sellers.
The float is listed as 133,816,937 but many feel it is less as the amount list at DTC (street name at a brokerage firm) is listed as 103,462,566. That means about 30 million shares are in certificate form and with a shell it is hard to get those certificates deposited so most people use the DTC number as the trade-able float.
This information is available at OTC markets and the shield shows it is verified by the transfer agent.
