While I understand your enthusiasm, bear in mind we are dealing with Government. This amended rule becomes effective 60 days after being published in the Federal Register. Compliance is required 9 months after the effective date. Be patient.

This amended rule is 297 pages long and is difficult to read. It makes far reaching changes to the OTC as we know it today. I've not read all of it but will keep studying. GLTA.

BTW, this is the final, not the proposed.
