SEC charged investment adviser Sabby Management LLC & managing partner,Hal D. Mintz,w/ fraud in connection w/ a long running scheme involving misrepresentations & violations of rules for short selling & order making, + other violative trading, that generated $2M + in illegal profits.
From at least March 2017-May 2019 - Sabby | Mintz repeatedly circumvented trading rules to conduct unlawful trades in the stock of 10 PUBLIC COMPANIES. Sabby | Mintz engaged in illegal “naked short selling” by intentionally|improperly placing short sales when they knew or were reckless in not knowing that they had not borrowed or located the shares, & then failed to make timely delivery of the shares. The purpose was to earn profits they could not have gained by legal trading.

A NEW PROPOSED SEC RULE OMHE does not have any current info/disclosures posted on OTC
markets
SEC filed a proposal that will become effective after the 60 day period and time for comments expires.
Essentially the proposed RULE will remove all 15c2-11 qualifications for Market Maker representation
when there is NO CURRENT information/disclosures from every OTC stock. This RULE will adversely
affect every delinquent SEC registered stock and every not-registered stock on the OTC that has no
current info/disclosures.
This RULE will diminish the need for SEC Suspensions where the SEC has to spend time to find
delinquent SEC Registered stocks and OTC stocks that DO NOT have any current information.
The new RULE will place all responsibility on Brokers and Market Makers to ensure ALL information
and disclosures are current, and if not current to remove their quotation services, automatically placing
those stocks on the Grey Market by default.
OMHE can go to the Grey Market by default as well as 100's of other no-disclosure stocks that will lose
their Market Maker representation.
