The institution investors love to call themselves “leveled” investors. Not sure if they realize they could potentially reach 30x or 40x while buying early. They are perhaps afraid to be fired when the stocks fluctuate because they don’t want their bosses get angry at them. In other words, fear of job security is the main factor.
