I assume that the above quote should read, “LQMT China assists LQMT USA to establish a domestic base in the United States,” etc..

So that confirms that there are two separate companies, one of which is helping the other to promote CE, etc.. It also shows that LQMT China is not restricted by Apple in any way because it is already pursuing CE (and is helping LQMT USA to do the same).
