What is your definition of illegal? Posting on a message board? I think a lot of what they do is in a gray area. As I said, I don't know any people who short this stock so I don't care personally. If somebody knows they are illegally manipulating the stock he should contact the SEC. Otherwise it is just an assumption, also a generalization. From my observations they drive the stock up more when they have to cover than down when they short anyway, but who can be sure?
