In the heyday of Ellis Island, immigrants were al given large envelopes to p put their papers in. Identity papers from their County of origin, birth certificates, marriage licenses etc. Thee envelopes were hung around their necks, as they moved through the processing lines.

Few Italian immigrants had such papers. The envelopes that went around their necks, printed in heavy black lettering was the abbreviation for "With Out Papers"
