It says in the SDS for Oxy Blast that it is okay to add surfactant when making down. So it should be approved by the EPA since they approved the SDS as part of the process.
If I make a cookies with ingredients from various suppliers at the grociery store, I feel that would be my right to propriteiz my reciepe and trade mark the name even though I didn't make the raw materials. Perhaps there is stronger regulations in place if your a distributer of disinfectents instead of cookies...
