When management or CEOs in particular buy on the open market, filing a Form 4, this sends a signal to investors that the CEO or management believes there is an intrinsic value to current share price not yet realized. A CEO whom continues to be awarded options at no cost has no risk.

Form 4 filings are a sign of confidence to wall street from management in the future of said company.
