Yes, earnings calls with NASDAQ companies are done this way. Usually any of the company's institutional investors are invited to participate as well and they are not always kind. If institutional investors are unhappy they can be very tough on the CEO/CFO in these calls. Retail shareholders are only invited to listen in.
It seems like you are a little naive regarding what you think individual retail investors might expect on conference calls.
They are not going to take calls from retail shareholders, many of whom are crackpots.
Lots of lawyers will tell you - don't ask a question if you are not prepared to deal with any possible answer. If you are a public company - why invite open questions that would be really awkward to answer?
I think you have a better chance of getting an answer through email etc. to IR offline from the conferences call.

Most people couldn’t articulate a meaningful question and honestly, let’s not waste time giving crazies an opportunity to embarrass the rest of us that are trying to actually get information out of the call.
