Because Codelco is $17,000,000,0000 in debt (and for all intents and purposes "cash-starved") they will need to JV with the likes of either Tesla, the State of India, Rio-Tinto, CATL, BYD, Renault, Posco-Samsung or VW who will need to bring at least $563M to the marriage which will then include MSB_SpA to then become the 3rd largest Lithium miner in Chile. The right wing party in Chile UDI wants to sell off 49% of Codelco to a privateer so one of these potential JV partners could get roped/quick-sanded into that strange scenario of owning lithium and copper resources if they can simply fork up another $300M (on top of the initial ante of $563M) and "assume" 49% of Codelco's long term debt/bonds. Codelco's future in lithium could likely be explained/settled on or before Battery Day September 22.
