Ok. I misread the NIH letter

The NIH paused the project because the research involved GAIN of FUNCTION experiments in coronavirus, both in vitro and in vivo. Gain of function means the virus is modified to become more virulent (dangerous)

This was determined to be too risky.
However, since the project was already fully funded, the NIH asked for a pause. The thing I missed is at the end of the letter. The pause was voluntary.

This guy S. Basic Ph.D. needs to do a lot of explaining.

If you read the Nature paper from 2015, they specifically describe an experiment where they would modify coronavirus in order to bind strongly and irreversibly to the mice lung tissue.
