It seems to me that averaging down is little more than trying to offset a bad decision with a hopeful decision.

With all due respect, this is emotional buying which can cause one to feel bad about their investment. If you believe in the fundamentals of VERB (which I wholeheartedly do) then averaging down is a positive opportunity, not a necessity.
