*Federal decriminalization of Cannabis (Possible triggering event) *Federal Rescheduling of Cannabis (Triggering event) *Federal/National Medical Cannabis (Triggering event)
*Allowing states to choose on recreational sales. *no federal intervention into state rec. cannabis law observance
