Seems like a pretty terrible business decision if they decided to not monetize shareholder value now in Q3 with a partnership in Europe or hybrid approach like they have been saying

Why? Europe should be decided at the perfect time* ... if it is Q4 2020 or Q1 2021: no problem. Financially they are ok, no cash need exists.

* depends on
- timing of EU approval
- timing of CAFC Order
- how many months will be lost at the end of the patents' life
