it cant be lugee since he would have to report any buys/sells cause he already has more than 5% and is also the ceo/chairman he must report any change in his holdings no matter how small.
if i was an insider and wanted 100,000,000 shares i would not tip my hand and start chasing the price up especially if i knew i had time to acquire those shares.
