They do regulate physicians from prescribing off-label for a reason you even mention - to prevent quackery - they have consistently gone after "alternative medicine" doctors who they believe may be harming patients, and it's often politically based, not a medical issue. I'm aware of this because I've been treated with alternative medicine since I became ill in 2006. They typically go after docs that threaten the profits of BP after the BP complains about it.
