That is exactly why the Federal Circuit was created in 1982. There are 12 other Circuit courts at the Federal appellate level (1 through 11, plus D.C.). Congress determined that there was chaos and disparity of outcome in among the various Circuits in the area of intellectual property law. The Federal Circuit was then created with the goal of having a specialized court to provide uniformity and certainty in that area of law.
