The Army Corps of Engineers offered the third alternative...the land route. Think the ACOE did that to stop the project in it's tracks...
Why no moaning and groaning by NAK...Why no chicken little scenario by NAK...NAK and the ACOE know alt 3 can be overcome...As you say, "Something will get worked out". Bottom line, Alaska and it's people need this.
