Nope... he has bought billions fo shares (owns them) from people who want out. The certs are transferred into his name. Then people want to buy some shares so he sells them a portion of his shares (sends them to the TA to be reissued).

Doesn't sound like brokering to me.

If he was matching up your shares to be sold to me, and earning a commission on it, he would be brokering the deal.
