I disagree. I think CDC and many states and countries acted on evidence. The ones that acted earliest, based upon scientific understanding of how pandemics work, did the best. New Zealand being the best example, but there are many others. California did well, actingbearlier. NY had a hard time. The entire city of NY is dependent upon densely packed subways for transport even for just out emergency workers. They had an initially hard time imaging how the city would function, so I think the city closed a bit late. But they did well once the state and city committed to it, and NJ and CT as well.
