"Effective" means effective, "effective" with quotes around it refers to the word "effective" and not its meaning, and "cure" means cure.
If it reduces symptoms, or decreases the intensity or frequency of flareups, then NNVC would say exactly that, but they never have.
Nor have they ever used the phrase ` "effective" cure' . Nor has anyone else for something that is not an effective cure.
