Interesting choice of words. Emphases mine.

The virus has a latency phase inside neurons; our drug essentially suppresses the copies that emerge, but the infection will reappear. Our drugs, if they work clinically, are an "effective" cure. Which is still a major advance.

Just because you can doesn't mean you should.
