You can ask the company those questions on Tuesday and any other ones you might have that way you won’t have to speculate

The company simply can't move forward w/o cash to do so.
A Wells Notice if issued makes it that much more difficult to raise it, receive grants, issue shares at a reasonable price, or attract new investors ( mutual funds, investment houses, etc).
Lets see if/how they address the "cash crunch issue". Not addressing it speaks volumes about what to expect going forward.
