My understanding is that the DTC is where free-trading shares are held and where settlement services happen. What I’m not sure about is why this number is different than the number of unrestricted shares. SSFT has over 102mil unrestricted shares and 80mil held at DTC. I’m just not entirely sure how shares held at DTC and public float relate. Anyway, those shares are included in the number of outstanding shares. They are part of the unrestricted shares and when us retail folks buy and sell the DTC is where that settlement happens.

Here is an explanation I received from a TA:

Unrestricted shares are all shares that are not restricted and available to trade. These shares can be held in the name of a shareholder, a broker, or DTC.

Shares held in DTC’s nominee name are the shares held in brokerage accounts.
