The wildest fraud/possible criminal case I almost got tangle up with at the request of a state government was a battle between county police critters and a real small city mayor, over a possible EPA violation.
Mayor claimed he had the authority to discharge is gas station oily waste water to the city waste water plant, with out a paper issued permit, because he was the mayor with the authority to write such a permit.
Lots of cow boys out there still. I decided I wanted nothing to with a possible political power battle... over a possible violation of the EPA regs.
It was not clear in the code that he could not do that as the mayor LOL
