Well the statement that there will be a pandemic in next few years will generally be true at any given time . Few years can mean anywhere from 3-4 to 20-25 years .

It seems to me that pandemics aren't all that frequent where he would be able to state that one is going to happen in the next few years without knowing something.

Most recently:

1997 Bird flue (H5N1)
2002 SARS
2009 Swine flue (H1N1)
2014 Ebola
2015 Zika
2019 COVD-19

Not all pandemics, but in a political context of "things to deal with" they would all qualify.

Depending on the meaning of "a few years" (was this Linda speak?), his statement was fairly reasonable. At most it was a minor exaggeration of the significance of his position.
