I believe BIEI increased the Authorized Shares (AS) from 1 billion to 2 billion to have enough shares in their treasury of shares of reserves to show that such exists to cover such amount as a worst case scenario per FINRA/SEC requirement.

I've seen companies do this increasing of the AS often while not issuing shares to the Outstanding Shares (OS) therefore not increasing the OS. I believe they still have plans in motion to remedy the debt situation. I'm going to continue to hang around to see what will further materialize.

It was not 1 billion & 1 billion on 12/30/19 ... it was 1 billion and 10 million ... the 1 billion was the common the 10 million the preferred
