The holders of these funds are under no pressure to release it.

So why would they be in any hurry? They 'll sit on it until some authority says time to pay, and even then it'll get dragged out..... And now....
with the health crisis, kiss any sort of distribution ( if there was ever going to be one ) goodbye for the next few months at the very least....

And, assuming the world recovers from the health side of the pandemic, I'm sure there will be many reasons given why little to no $ are left to pay off escrows as the months of lost revenues in all sectors created a need for the utilization of the proceeds for the good of the nation.
