Dram laws can't be enforced by limiting beverages. Someone could purchase for someone else or walk in already drunk. Most states require the bartender to determine if the person is already intoxicated. As for tobacco, most states that allow tobacco vending only allow it in a space where ID's are checked to get in and no one under age is allowed. And as far as selling unopened beer, that can also depend on the types of liquor license available in that state. Many states differentiate between selling unopen liquor (liquor stores) and places that can only sell open liquor (bars).

Do you really think that ERBB is addressing any of these concerns? That would mean reprogramming the AGM for multiple states with multiple products.
