The only law i see being tricky is the Dram laws. Tobacco is 21 and over nationwide now, you cant consume weed in public even with a medical card, people are already walking around with open containers of alcohol so those laws are still being adhered to. You only need to focus on beer, since most public places like a stadium cant be smoked in anyway. The Dram laws can be enforced by limiting to 1-2 beverages every hour or so in the admin side of the program.
