There are already existing notes that have not been paid off. They might claim they don't need any *new* notes, but they certainly have substantial existing notes.
As to whether they will need new notes, who knows. Their revenues were already not enough to cover their expenses, and they just admit that their revenues have cratered. So you tell me where they are going to get the money to keep the lights on?
