You might see if it's possible to get him on PSTI's PLX-PAD under compassionate use. The company has started it in Israel, but apparently has spoken with authorities here and elsewhere. They halting the stock after a big move up, I've seen no news yet but suspect they may have seen a reaction from the first three tested in Israel who I believe were in about the same condition as your friend.

Sorry to hear that drug runner. I fear we may start to hear about more of us, or our family or friends coming down with this, and it does make it even more real for us, certainly for me.

I won't attempt to offer uninformed advice, beyond asking the question about whether he has been offered the chance to receive chloroquine for its anti-viral qualities, and / or azithromycin (which may decrease the chance of death from corona-related pneumonia).
That is what I would be asking the medics, though things appear late in the day from what you indicate.
