smart would have been some planning in January

some joint work with CHINA in February so in March we had a smooth large flow

emergency airlifts good ? that is what was needed in the Berlin crisis

we did not need to get to this point

normal relations should have done the trick

(and CHINA gets half the blame - but not all of it and emergency responses as April begins does not comfort when normal commerce in March was needed. You can not be both the arsonist and the firefighter. You should not get credit for dangerous heroics that were not needed)
