Unless one is a high profile politician, sports figure, or celebrity they haven't been tested unless they have fallen ill. And most likely iller (that's not a word, but conveys my meaning) than a regular cold or flu. Whether the lack of testing is any particular party's fault is for a different discussion.
The theory that the majority of people who become infected by this round of corona virus are mildy symptomatic, or even asymptomatic, goes a long way toward helping explain it's rapid spread.
