My guess: the first step in embracing compatibility with the interoperable TPM driver to be supplied by Ntru in Vista. And/or, HP was not able to port their Embedded Security suite to Vista fast enough.

Would be nice if DoD compliance was the impetus behind it, too.

Just my gut reaction. I could be wrong.
