You did great job finding it Montana, of course I read it as a "definitive" date, but I don't think there is anything definitive in law. A lawyer would argue about that statement I'm sure. It's what law is. A lot of ambiguity. Marjac jumped in and straightened it out. It's a maybe, maybe not. HaHa!
