Getting more test kits and other actions were the responsibility of the CDC for years. Over the last decade the CDC funding was guided in other areas other than large scale diseases prevention. They funded studies like seeing if a traditional Native American diet was healthier for a Native American. This is the fault of Congress that distorted funding. This virus if anything will funnel money to the right places at least in the near term. Then silly targeted funding by congress will start again after the vaccine is found.
