I agree that the ASK seems to reload after any sales into the BID. One might argue that that's flippers doing their thing -- though in this case (as in many .000x stocks) doing their unrealistic thing, since, as you say, their ASK doesn't seem to stand a chance of being consumed, and thus the strategy is counter productive.

I'm pretty sure that at these prices, there is no shorting strategy.

You didn't answer how FINRA could be involved, to do anything about whatever is going on.
