No it does not. Elon Musk started Space-X by first trying to buy Russian rockets. They laughed at him. Then he spent a lot of time searching junk yards for old Saturn V rocket parts to reverse engineer how we got to the moon and back, because all the legacy engineering details on the Saturn V Moon trips was lost over the decades.

Space-X, just as Paypal and Tesla is now all part of the Elon Musk Legend.
