Actually soil does not compact when it is frozen. Farmers don't till in the winter when it's frozen because tillage implements will not penetrate the soil. This also rings true in construction. The soil becomes a block of ice because the soil's pore spaces contain moisture that freezes.

Thank you Middleborder. Greatly appreciate that. Regarding what construction activities can start in the near future while the ground may be frozen, this may be a good question for NioCorp.
