TTE you are spot on. That is exactly how the law works. Showing intent is not about a word for word confession like saying I'm holding military aid from XYZ country until you fabricate something I want. It's deciphering the more subtle like seeing the request of a "favor" in exchange.

It's the same as a guy running a grocery in Chicago in the 1920s who has the actual police turning a blind eye to his shop being robbed who is told, we could probably get to that and wouldn't it be nice if the police ya, know had a place to come in and have "snacks" whenever we were hungry?
