unfortunately I think the OTC has caused the latest plethora of scams by changing the tier like they have. Most investors are assuming something changed with the company as a result of the change. which doesn't appear to be the case at all!
this paper addresses some of the changes and the reasons for them but with all the scammers taking advantage of dead companies - OTC better step up and fix this!
