No one is arguing semantics. You clearly don't understand what a PA requirement is. Repatha requires a PA.

PA is much better than ST (step therapy) or QL (quantity limits). Which, for example, many statins (generic too) have under Cigna.

All of the erectile disfunction drugs require PA under cigna. That doesn't stop the vast majority of 70 year old men from running around with Viagra-induced erections.

Instead of thinking you're arguing semantics, you should research what you think you're arguing about.
