Are these bonds not secured by the plant MedWaste recycler and or a state guarantee?

Why would the bonds not be bought since they are guaranteed by the Government?

I have considered it a defacto done deal for weeks now, a month?

$$$$$$ Machinery has already arrived and been installed.
